What is FSS?

Family Self-Sufficiency (FSS) is a voluntary employment and savings incentive program designed by the U.S. Department of Housing and Urban Development (HUD) to assist families in becoming economically independent and self-sufficient.FSS

What's holding you back? Is it childcare? Transportation? Education? Through the FSS Program, we will work with you to identify the issues and overcome the barriers that are keeping you from achieving your dreams.

Participating FSS families are required to sign a Contract of Participation with the Housing Authority of Indiana County. A Case Manager is assigned, a Service Plan is established, then the FSS family has five years to complete the specific goals and objectives identified in their service plan.

Who can participate?

The Family Self-Sufficiency program is currently open to Section 8 Housing Choice Voucher participants 18 years of age or older.

  • Receipt of an escrow check upon successful completion of your Contract of Participation

The requirements to participate in HAIC's Family Self-Sufficiency program include:

  • Attending the mandatory orientation to learn more about the FSS program
  • Meeting with your assigned Case Manager for an intake interview 
  • Participating in needs assessment to identify barriers and the necessary resources that will enable you to overcome them 
  • Assisting in the development of your individualized service plan, including setting goals, objectives and time lines 
  • Entering into an FSS Contract of Participation  Willingness to follow through with your established service plan 
  • Compliance with monitoring, evaluating and ongoing assessment of your service plan
