Public Housing

The Public Housing program was established in 1937 to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Public housing across the United States comes in all sizes and types, from scattered single-family houses to high-rise apartments. There are approximately 1.2 million households living Public Housing units, managed by some 3,300 Housing Authorities. The U.S. Department of Housing and Urban Development (HUD) administers federal financial aid to local housing agencies that manage the Public Housing for low-income residents.   This government funding is used to subsidize the rents at an amount the residents can afford. HUD furnishes technical and professional assistance in planning, developing and managing the Public Housing developments.

The Housing Authority of Indiana County (HAIC) was established in 1969.  We manage and maintain eight (8) Public Housing sites throughout Indiana County.  You can learn more about each of these sites by clicking on the Properties link.

HAIC determines eligibility based on:

  • Annual gross income;
  • Whether you qualify as elderly, a family unit, a disabled individual or person with special needs; and
  • U.S. citizenship or eligible immigration status.

If you are eligible, HAIC will check your credit, criminal history, and previous landlord references to make sure you and your family will be good residents.  HAIC will deny admission to any applicant whose habit or lifestyle may be expected to have a detrimental effect on other residents or on the property's environment.

Public Housing incomes limits are established by the U.S. Department of Housing and Urban Development.  HUD sets the low-income limits at 50% of the median income for the county or metropolitan area in which you choose to live.  So you might find that you are income eligible at one Housing Authority but not the other.  For a list of the income limits in our area please see the Document Library section of this website under Income Limits.
